feat(订阅): 新增订阅管理功能与分级折扣配置

- 添加后台订阅列表管理页面，支持筛选、分页和状态管理
- 引入最小起订量和分级折扣规则配置
- 优化一次性购买逻辑，不再显示订阅信息
- 添加兜底机制确保订阅表存在
- 更新需求文档
